Some L5 agents are in Lo-sec but close to Hi-sec. You ask the agent for a mission and sometimes he will give you one in a nearby hi-sec system. Decline missions in Lo-sec systems. CCP has hinted that this will be nerfed in the future.

I too have had this problem. The workaround is to kick the fleet member who is showing nothing on his fleet screen and re-invite him. At least that worked for me.

heh, I popped one of my Zephyrs in my alt's Orca, warped to a deserted planet, boarded it from the bay, flew it around a bit, and put it back in the Orca. It seemed sorta slow to me. Definitely not as zippy as a shuttle.

This happens to me every time I get enough standing to use a new agent. All I have to do is log out and back in. It forces Eve recompute your standings and you should then be able to use the agent.
